The Pan-African Parliament (PAP) was established in 2004 as one of the nine African Union organs (AU) organs, with its headquarters in Midrand, South Africa.
Hon. Philip Agbese, a Nigerian House of Representatives member, praised Hon. Benjamin Kalu for bringing extensive experience and expertise to the Pan-African Parliament (PAP).

“He is an intellectual juggernaut, a colossus in the world of politics, and a true champion of African unity and progress.”
Historical background of the Pan-African Parliament (PAP)
The Pan-African Parliament (PAP) was established in 2004 as one of the nine African Union organs (AU) organs, with its headquarters in Midrand, South Africa.
Its creation aimed to provide a platform for African peoples and their grassroots organisations to be more involved in discussions and decision-making on the continent’s problems and challenges.
The PAP’s ultimate goal is to evolve into an institution with full legislative powers, promoting human rights and democracy and facilitating the implementation of AU policies and objectives across member states.
Initially, the PAP served in an advisory and consultative capacity, reflecting its commitment to ensuring the voices of African citizens are heard in continental governance.
